Attorney Tom Bellavia RE: Alderman David Olsen and the Jefferson City Council Dear Mr. Bellavia: Following up on our telephone conversation and pursuant to the provision in the Wisconsin Open Meetings law, which permits your office to render opinions in the regard of open meetings law, I propose the following question: If a City Council panel meeting to address a topic of local concern is noticed for a local school auditorium, without mention of a period for public comment, and one alderman panel member yields his panel time to the floor for the public to comment, without council objection, and then members of the public participate by making comments about the issue for which the meeting was noticed, has the alderman who yielded his time violated Wisconsin's Open Meetings Statute?
