Dear John:

Thanks for your letter of October 18, 1999. This letter will respond to your October 18, 1999 letter on behalf of the JDC. I will respond by paragraph.

Paragraph 1 - No response needed.

Paragraph 2 - No response needed.

Paragraph 3 - As stated in my October 6, 1999 letter to you, we did not discuss your open records request at our October 19, 1999 meeting. However, based upon guidance I received from a seminar I recently attended and conversations with the state attomey general and county district attomey's offices, I am now in a position to provide the information you have requested without holding a meeting with JDC board members.

Your request for minutes and agendas from 1994 to present has been partially fulfilled. On October 22, 1999, I personally delivered the electronic records of the JDC minutes from 1999 and 1998.

I am working to complete the redactions in the JDC minutes and agendas as authorized by District Attomey Wambach during a conversation we had regarding JDC records on October 21, 1999.

I contacted you today and requested another floppy disk from you to transfer more electronic records to you. As soon as I receive that disk I will provide the rest of the JDC minutes and agendas from 1994 to 1999 which exist in electronic fomm.

As I have told you previously, not all records of the JDC minutes and agendas you have requested exist in electronic fommat. You will be provided with everything which exists in electronic format. Whatever records are not available in electronic fommat will be available in hard copy fommat in my office as soon as possible.

I am working on redactions of these records and attempting to obtain copies of records you have requested which I do not have copies of. I will be out of the office from October 28th until November 9th but will be working on this project as soon as I get back. As always, the information will be provided as "soon as practicable and without delay."

Paragraph 4 - Will be discussed at a future JDC meeting.

Paragraph 5 - This is not correct. You received a response to your request regarding JDC membership on June 4, 1999. Now that the district attomey has made a ruling regarding your inquiry, the JDC will be addressing the JDC membership issue at a future meeting.

Paragraph 6 - All long distance telephone records are maintained by the Jefferson Chamber of Commerce. The JDC is not billed for, nor does it pay for, any long distance phone calls. These records are not subject to the open records requirements.

As you suggested in your October 12, 1999 letter to the CIA, and as I responded in my October 13, 1999 response on behalf of the CIA to that letter, your request should be made to the chamber.

Paragraph 7 - Working to redact certain information and will be provided as soon as practicable and without delay.

Paragraph 8 - All correspondence which has been sent to all the agencies you listed has been provided to you previously. The only additional correspondence is an October 22, 1999 letter to the attomey general's office which will be included on the floppy disk you provide me.

I think this adequately addresses your October 18, 1999 letter conceming the JDC.
