Dear John:

Thanks for your letter of October 6, 1999. This letter will respond to your October 6, 1999 letter on behalf of the JDC. I will respond by paragraph.

Paragraph l - I have not denied your request. At the suggestion of District Attorney Wambach, I have made two offers (September 27, 1999 and October 6, 1999) to meet to address your request. At a meeting in Oconomowoc on October 14, 1999, Attorney General James E. Doyle stated, "A little conversation will go a long way." You have not yet contacted me to schedule a meeting. The tape of the August 17, 1999 JDC meeting was provided on September 20th, the hard copy of the minutes was provided on September 27th and the computer disk of the minutes was provided on October 6th.

Paragraph 2 - I will ask District Attorney Wambach for clarification regarding our September 10, 1999 conversation which I related in paragraph two of my September 27, 1999 letter to you.

Paragraph 3 - Responded to in my October 6, 1999 letter to you.

Paragraph 4 - Responded to in my September 27, 1999 letter to you.

Paragraph 5 - As mentioned above, at both the district attorney's and the attorney general's suggestion, a meeting to determine "what it is that you really want to see" (quote from Attorney General Doyle at the Oconomowoc meeting on October 14) is appropriate.

Paragraph 6 - You raise a number of concerns which we may want to address when we meet.

Paragraph 7 - I'm unclear as to what you mean by your "suggested definition" described in your October 4, 1999 letter. Therefore I cannot ask the JDC to "suggest a definition." Maybe we can discuss this also when we get together.

I think this adequately addresses your October 6, 1999 letter concerning the JDC. As I have previously requested, at the suggestion of the district attorney, and now the attorney general, let's meet to discuss your request. I look forward to hearing from you soon to schedule a meeting.
