Dear John:

Thanks for your letter of October 5, 1999. At your invitation, I will respond with two letters. This letter will respond to your October 4, 1999 letter on behalf of the JDC. I will respond by paragraph.

Paragraph 1 - No response needed.

Paragraph 2 - CIA issue.

Paragraph 3 - CIA issue.

Paragraph 6 - No response needed.

Paragraph 7 - No response needed.

Paragraph 8 - My September 27, 1999 letter explained that, at the suggestion of District Attomey Wambach, "I would like to schedule a meeting with you and some of the JDC board members to discuss how the JDC can respond to your request while safeguarding confidentiality as allowed by the open meetings statutes."

You respond that "if you would like to hold a meeting to discuss this, schedule it as part of a regular JDC meeting, and please invite the district attorney to aid in the discussion."

This is not possible. Our meetings are already filled with the "normal" business of the JDC and adding another important issue such as this is not feasible. Also, Dave Wambach asked that we try to accomplish this task without his assistance. So, please contact me at your convenience and I'll schedule a meeting.

Paragraph 9 - My September 27, l999 letter did not say that. There was no mention that any of your requests would be denied.
