John Foust Dear John: This letter is a follow up to our telephone conversation at 11:30 a.m. today. As you stated in your July 27, 1999 memo to Carl Creedy, "as I'm sure you understand, (the CIA and JDC) are very separate entities." As I told you today on the phone and now in written form, my September 27, 1999 letter, responding to your September 8, 1999 letter, was written on behalf of the JDC, not the CIA. There are two references to the CIA, in paragraph one and in paragraph seven. The reference in paragraph seven is to specifically acknowledge the fact that the CIA is a separate entity and to report that your August 20, 1999 request of the CIA was responded to by the CIA. The first paragraph regarding the CIA' s communication was for informational purposes for the JDC members. As I said in our phone conversation today, I will be more careful in the future to keep the two entities separate. In your letter of October 4, 1999 you mention the CIA and JDC throughout the letter as if they were one entity. As I told you in your office last week, I will strive to respond to your inquiries as quickly and completely as possible. However, I am not sure how to (or who) should respond to your letter, the CIA, the JDC or both? To alleviate any confusion in the future, I would request you address future correspondence like this: David Olsen, Executive Director, CIA David Olsen, Executive Director, JDC I think this would be more in line with your July 27, 1999 memo to keep the two entities separate and distinct.
