This letter will respond to your December 13, 1999 letter on behalf of the CIA. I will respond by paragraph:

Paragraph l - I think you mean my December 9 letter, not October 9 letter. No response needed.

Paragraph 2 - See paragraph 4 of my December 9, 1999 letter. As was decided at the CIA meeting yesterday, there will be no further written explanation by the CIA.

Paragraph 3 - The minutes of the September 2, 1999 closed session are on the computer disk which accompanies this letter. As for your request for my performance evaluations, there is no need to respond to your requests which have been responded to previously.

Paragraph 4 - No response needed.

Paragraph 5 - No response needed.

Paragraph 6 - No response needed.

Paragraph 7 - No response needed.

Paragraph 8 - No response needed.

Paragraph 9 - I am not a public employee and the CIA confirmed that at their December 21, l 999 meeting.

Paragraph 10 - No response needed.

Paragraph 11 - I am enclosing a copy of a December 6, 1999 letter from Assistant District Attorney Alan Lee.

Paragraph 12 - No response needed.

Paragraph 13 - No response needed.

Paragraph 14 - No response needed.

Paragraph 15 - The CIA discussed this issue at our meeting yesterday and concluded that I am not a public employee.

Paragraph 16 - As you heard at the CIA meeting yesterday, the CIA has stated that neither the JDC nor the CIA are "arms" of the city. They both operate independently of the city and were established specifically with that intent.

Paragraph 17 - No response needed.

I think this letter adequately addresses your December 13, 1999 letter.
