Dear John:

Thanks for your letter of October 12, 1999. My letter of October 10, 1999 was a response to your October 4th letter. This letter will respond to both your October 5, 1999 and October 12, 1999 letters on behalf of the CIA. I will respond by paragraph.

CIA response to October 5,1999 letter

Paragraph 1 - No response needed.

Paragraph 7 - Will address this issue at our next CIA meeting.

CIA response to October 12,1999 letter

Paragraph 1 - No response needed.

Paragraph 2 - When I gave you my "draft" response on Septeber 15, 1999, I was thinking that more information would be necessary to address your August 26th letter.

Upon review, as I said in my letter of October 10, 1999, "all the information you requested in your August 26, 1999 letter was addressed in that (draft) letter, either by providing the information or explaining why the information was unavailable."

Paragraph 3 - At your request, I have revised my "draft" response to your August 26, 1999 letter to be the "official" response. The date of the letter coincides with the date I provided the draft to you.

As I said in my letter of October 10, 1999, "there is no need to respond to questions which have already been responded to previously." You claim that a number of items have not been provided, as explained in paragraph 3 of your October 4, 1999 letter. All items which are available have been provided.

Paragraph 4 - Chamber of commerce issue. If you would like the chamber to consider releasing their phone records, please send your request to: David Olsen, Executive Director; Jefferson Chamber of Commerce; 305 S. Main Street; Jefferson, WI 53549.

Paragraph 6 - Paragraph eight of my September 15, 1999 letter addresses this.

Paragraph 7 - Your October 4, 1999 letter states my September 15, 1999 letter is ambiguous. My letter of October 10, 1999 offered to have the CIA board address this issue at their next meeting. To provide an immediate response, I will tell you the CIA has never purchased any equipment and has no physical assets. However, as my October 10, 1999 states, I will have the CIA discuss this issue at their December meeting.

Paragraph 8 - As stated in my letter of October 10, 1999, all the information you requested in your August 26, 1999 letter was addressed in my September 15th response, either by providing the information or explaining why the information was unavailable.

I hope this letter adequately addresses your October 5, 1999 and October 12, 1999 letters concerning the CIA.
