John Foust Dear John: This letter is a response to your August 26, 1999 letter. The financial reports you requested are available for all dates except the January 21, 1997 meeting. The minutes of the January 21, 1997 meeting stated that an audit of the CIA account would be done by Gary Thompson and Bob Martin. A written audit report was never filed by either Bob Martin or Gary Thompson. The executive director evaluation form is attached. The minutes of the February 23, 1999 meeting summarize the evaluation. The performance evaluation of the executive director distributed at the January 20, 1998 meeting is exempt from the open records requirements. The memos Peg Beyer suggested be more frequent and concise at the February 23, 1999 meeting are memos which are submitted to the common council members by the water & electric superintendent. The names of the top f1ve applicants for the executive director position at the time of Bob Coffman's hiring are: Allen Brady, Bob Coffman, Lloyd Mathes, Ronald Mulvaney and Rick Orton. You requested the names of the top five applicants for the executive director position at the time of David Olsen's hiring. However, there were only four candidates who were considered most qualified and interviewed: Diana Austin, David Bestor, David Olsen and Rick Orton. The executive director is a salaried position. The board does not require written records of hours or vacation time used. There are no personal hours subtracted from the executive director's hours because it is a salaried position. All long distance telephone records are maintained by the Jefferson Chamber of Commerce. The CIA is not billed for, nor does it pay for, any long distance phone calls. The assets owned by the CIA include all the equipment in the chamber office. This includes one half ownership of a FAX machine, two computers, a copy machine, two computer printers, two telephones and three cassette recorders. Since the CIA determined at their August 3rd meeting that they were subject to the open meetings laws, notification of that meeting, or any of the previous meetings of the CIA were not given. You were notified of the September 2, 1999 CIA meeting and will be notified of all future meetings as you requested in your September 10, 1999 letter. Sincerely, DAVID OLSEN |
