John Foust Dear John: This letter will respond to your February 18, 2000 letter, addressed to me, on behalf of the CIA. The February 14, 2000 "Executive Update" is copied on the disk you provided. The minutes of the December 1999 and January 2000 meetings of the JDC are copied on the disk you provided. The unapproved minutes of the February 15, 2000 JDC meeting are copied on the disk you provided. As I did in my January 31, 2000 letter on behalf of the JDC, I will now officially make those same requests on behalf of the CIA: I respectfully request that you submit your open records requests in bulleted form. That would make it easier to understand and respond to the specif1c information you are requesting. Only ask/write for a request once. In accordance with the law, I will respond as soon as practicable and without delay. Asking three or four times, whether verbally or in writing, for the same information wastes both our time. If I respond by stating a document is not part of valid open records requirement and you feel it is, please don't take it up with me. Instead follow the legal avenues available to you as defined in the state statutes. If you honestly feel that I am purposefully and intentionally delaying your access to open meetings/open records, please don't take it up with me. If you honestly believe that I am harassing you and intimidating you in an effort to affect your ability to make any open meeting/open records request, please don't take it up with me. Although I am providing another copy, your request for the minutes of the December 1999 and January 2000 meetings of the JDC has already been fulfilled. On January 21, 2000 at 12:30 p.m. I personally handed you a floppy disk which contained that information. Please do not make multiple requests for a record.
