John Foust Dear John: This letter will respond to your second December 22, 1999 fax on behalf of the CIA. I will respond by paragraph: Paragraph 1 - I am sorry for my comments when I dropped off the JCEDC Articles of Incorporation. Paragraph 2 - No response needed. Paragraph 3 - I cannot understand how anyone could interpret my comment as "intimidating or otherwise influencing the behavior of someone making a perfectly legal open records request". It certainly was not intended as such. I can see how my comment could have hurt your feelings and I apologize for that. You are correct. It is within your right to make a verbal request, have me respond that I would fill your request, and then FAX that same request to my office within minutes. Whatever my personal thoughts are about this, I should never verbalize them. Paragraph 4 - I planned on sharing both your faxes, along with this response, with the CIA board at our next meeting.
