This is the contract between the JCEDC and the County.  The JCEDC has interpreted this contract to mean the only items they must deliver to the County are items 3 and 4 under "Organizational Development Activities" - the "calendar quarterly and year-end reports to the County Board and Budget Committee" and the Strategic Planning Summary Report.

CONTRACT FOR ECONOMIC DEVELOPMENT SERVICES

This agreement is made as of February 28, 2001, between Jefferson County (hereinafter referred to as “County”) and the Jefferson County Economic Development Corporation, Inc. (hereinafter referred to as “JCEDC”).

WHEREAS the County intends to contract with JCEDC to provide economic development services, and

WHEREAS JCEDC has the necessary personnel and facilities to provide the services described,

NOW, THEREFORE, for and in consideration of the mutual covenants hereinafter contained, the County and JCEDC do hereby agree as follows:

1. Description of Services: JCEDC shall provide to the County economic development services as defined in the memorandum of JCEDC director Marilyn Haroldson to the Budget Committee dated January 31, 2001. In connection therewith, JCEDC shall meet quarterly with the Budget Committee to provide detail as to economic development activities undertaken in accordance with this contract, and shall make an annual report to the County Board in August. JCEDC shall provide a copy of its projected annual budget to the Budget Committee after its adoption.

2. Term: This contract shall be for the period January 1, 2001, through December 31, 2001. This contract shall automatically renew for successive one year terms on the same terms and conditions contained herein including compensation in the amount budgeted by the County Board for any successive year unless either party serves written notice upon the other not later than fifteen (15) days before the expiration of the initial or any subsequent renewal term that such party will not renew. Notices shall be served by first class mail as follows:

3. Compensation: The County shall pay JCEDC the sum of Seventy-one Thousand and 00/100 Dollars ($71,000.00) in four (4) equal quarterly installments. The first payment shall be due within ten (10) days of execution hereof by the parties. Thereafter, payment shall be due April 1, July 1 and October 1 (and January 1, if renewed).

(a) This agreement may be amended only by a written instrument signed by both parties.

(b) Unless otherwise terminated by notice in advance of expiration, this agreement may be terminated by either party if the other party fails to fulfill its obligation under this agreement through no fault of the terminating party. No such termination may be made unless the other party is given not less than ten (10) calendar days written notice of intent to terminate and an opportunity to correct the default. In addition, the County may terminate this agreement for legal or financial cause in the County's sole determination upon not less than thirty (30) days notice.

(c) JCEDC is an independent contractor and not an agency or employee of the County.

RE: Economic Development Contract with Jefferson County

The economic development services to be provided by the JCEDC, under contract with Jefferson County, will consist of the following:

  • Organizational Development Activities
  • Business Retention Activities
  • Business Attraction Activities and Small Business Development Assistance
  • Workforce Development Activities
  • Community Development Activities

Organizational Development Activities

1. Assemble and maintain databases, including:

  • All employers in County
  • # of employees, location, community
  • SIC Code, products or definition of industry
  • Square ft of facilities and land
  • Employee reductions/layoffs
  • Industrial park lands available,
  • Covenants and Restrictions within Business Parks
  • Railroad service and lines
  • Vacant buildings for lease or sale
  • Location utilities and services
  • Community contacts
  • Labor surveys, wage and benefits
  • Active real estate professionals and commercial brokers in southeast/central WI
  • All Lending Institutions throughout Jefferson County area
  • Annual building permits; collect and maintain 10 years historical data on residential, commercial, industrial building permits and estimated value, used for tracking purposes.

2. Coordinate economic development efforts, with, but not limited to, the following agencies. In the course of providing economic development services, the JCEDC staff will meet
with:

  • Local Municipalities and economic development boards, committees, corporations
  • County Budget Committee
  • Forward Wisconsin, Inc.
  • Madison Area Technical College
  • Jefferson County Board of Realtors
  • Jefferson County Area Tourism Council
  • Jefferson County Department of Public Works, Regional Planning Commissions
  • U.S. Economic Development Administration
  • U.S. Small Business Administration (Countywide Revolving Loan Fund and Lending)
  • UW-Extension, Jefferson 
  • UW-Whitewater Small Business Development Center
  • Wisconsin Department of Commerce
  • Wisconsin Energy Companies
  • Wisconsin Procurement Institute
  • Workforce Development Center

3. Provide calendar quarterly and year-end reports to the County Board and Budget Committee.

4. Provide County Board with copy of Strategic Planning Summary Report annually.

Business Retention Assistance

1. Visit and survey businesses within Jefferson County.

2. Identify the issues and concerns of employers. Work to identify solutions to problems.

3. Design written survey to identify issues and challenges.

4. Conduct an on-going business visitation program designed to identify the issues and concerns of
local employers; identify businesses implementing solutions to problems.

5. Direct businesses to training, technology and financing resources. (Dept. of Commerce Block Grant Funds, local revolving loan funds and countywide revolving loan opportunities.)

6. Work with Mayors, City Administrators and local economic development professionals to develop and implement marketing strategy to attract businesses to local industrial parks.

7. Assemble and provide statistics for a company considering expansion or new branch.

8. Track labor market conditions in Jefferson County, various sources, State, Center, internet. (In the past, produced 1996 and 2000 Labor Market Survey in cooperation with University Extension, Jefferson, Rural Sociology Dept, Jefferson County Human Resource Management Association and MATC).

9. Administer and oversee Tourism Council. Schedule monthly meetings, track activities.

10. Administer/oversee production of Jefferson County Area Visitor's Guide. (in cooperation with Chambers)

11. Oversee and administer grant for Tourism Webs site. Manage financials for tourism council.

Business Attraction Activities and Small Business Assistance

1. Retain and attract quality businesses to communities through joint marketing efforts with local communities. In the past, communities cooperated on marketing brochures and print ads.

2. Provide assistance through the production of customized proposals to businesses interested in establishing a location, branch office or expansion.

  • Statistics, socioeconomic information,
  • Demographics, population information,
  • Quality of life, community profiles,
  • Land and buildings.

3. Design and produce countywide marketing materials. (Brochures, maps, workforce statistics, land and building marketing ads)

4. Attend trade shows with Forward WI (state of WI marketing arm) informing companies of the advantage of doing business in Wisconsin and Jefferson County.

5. Provide small businesses with market statistics and demographic information to complete marketing and business plan.

6. Direct small businesses/entrepreneurs to financial and educational resources, Small Business Development Center, UW-Whitewater, UWEX, MATC, local accountants, attorneys.

7. In cooperation with UWEX and Steve Grabow, to develop educational materials/courses.

  • “Retail Trade Study”,
  • Tourism strategic planning sessions,
  • Marketing sessions, Customer service
  • Labor Studies, Wages and Benefits Information
  • Develop Retail Training Program

Workforce Development Activities 

1. Serve on Workforce Development Steering Committee, market education/training services in Center, represent business and industry.

2. Cosponsor Employer breakfasts to obtain employer input on training needs, input on allocation of Workforce Investment Board program dollars.

3. Desktop publish marketing materials. Shared ad in Tourism guide.

4. Provide training facilities, expertise and materials for HOME Consortium Homebuyer Program and Down Payment Assistance Program. $3,000 grants for income eligible homebuyers.

5. Meet with lenders to increase their participation in HOME programs within Jefferson County.

6. Serve on HOME Consortium (4 county) Board to represent countywide interests in HOME program.

7. Schedule biannual meetings with cities and villages to update on HOME program.

Community Development Activities

1. Host/sponsor annual breakfast for area real estate brokers to educate on economic development challenges. In 2000, presentation on “Smart Growth”.

2. Presentations ED issues and challenges. (Rotary, Chambers, Town Boards, City Councils, County Board, Project Lead and community groups and business community.)

3. Work directly with City Administrator on local project as requested. In the past, worked with Lake Mills to verify past land sales, share industrial land marketing techniques.

4. Serve on the Watertown Mainstreet Program, Economic Restructuring Committee, to share expertise and provide guidance to volunteer group.

5. Plan training sessions with Chambers to educate local businesses on ways to increase profits.
