DRAFT 2-11-02 CITY OF JEFFERSON POSITION DESCRIPTION
PURPOSE OF POSITIONThe purpose of this position is to operate and supervise the cable television local access operations. The work is performed under the direction of the Cable Television Local Access Commission and the day-to-day direction of the Jefferson School District Technology Director. ESSENTIAL FUNCTIONSThe following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Secures, evaluates, and recommends appropriate program material for broadcast on cable television local access channels. Recommends topics, formats, and production schemes for cable television local access programming. Produces, edits, supervises and coordinates the production of cable television local access programs originating from the City of Jefferson, Jefferson School District and the Village of Sullivan. Instructs class or classes at the Jefferson School District on production of television programming. Supervises and trains part-time (student) workers to operate cable television local access equipment. Works cooperatively with the Jefferson School District's Technology Director toward the full use and coordination of instructional media. Prepares the cable television local access channels schedule of broadcasts. Prepares the agendas, and takes and prepares the minutes, for the Cable Television Local Access Commission. ADDITIONAL FUNCTIONS Performs other related functions as assigned or required. MINIMUM QUALIFICATIONS Bachelor's of Science degree in Communications or four years of experience in a related field or any related combination of education, training and experience which provides the requisite knowledge skills and abilities for this job. Professional editing & relevant experience with technical background in broadcasting equipment and operation. PERFORMANCE APTITUDES Human Interaction: Ability to work with the Cable Television Local Access Commission. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Requires the ability to communicate orally and in writing with the City and School District administration, other City and School District departments, vendors, the media and the public. Verbal Aptitude: Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Ability to effectively present information in one-on-one and small group situations to the public and other employees of both the City and School District. Mathematical Aptitude: Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money. Functional Reasoning: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Equipment, Machinery, Tools and Materials Utilization: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and other office machines, and/or materials used in performing essential functions.
