Narrative

I was in the municipal office of the City of Jefferson when I was approached by Dave Olsen. Olsen asked me if he could report an incident which had occurred without any charges being filed. I asked him if this was an incident which he just wanted to report to the police as a matter of record, and he stated that's what he would like to do.

I told him that I would come to his office at the Chamber of Commerce and interview him regarding this incident. I met with Olsen, and he handed me a prepared statement regarding an incident which had occurred on January 19th, 2000 at approximately 4:00 PM. This incident had occurred at 235 South Main Street.

Olsen reported that he had gone to John Foust's office to discuss an agenda for the January 18th JDC meeting. After that discussion had ended he asked to talk with Foust's wife, Colleen Locke. Foust told Olsen that Locke was not present and that she had gone home for the day.

Olsen again responded that he wanted to talk with Colleen; and at that point, the discussion became heated and words were exchanged between the two parties. Olsen stated that Foust then ordered him out of his office and opened the door yelling at him that he should leave.

Olsen expressed his concern that Foust was in his words, very aggressive and threatening, and Olsen wanted this made a matter of record should any further incidents develop.

After leaving Olsen's office, I went to 235 South Main Street to speak with John Foust. Foust also gave me a written statement regarding the incident which occurred in his office on January 19th. Foust's statement and Olsen's statement are in general agreement, but for the use of profanities.

I told Foust that this was not intended as a complaint, but as a matter of record should any further incidents involving the two gentlemen occur. I also advised Foust that should he engage in any further discussions in person with Olsen, he should have a witness present with him so there is no chance of further altercation.
